With reference to my telegram of August 6th, the Russian Ambassador, Tokio, enquires whether any factories in Hongkong could be adapted for the manufacture of munitions of war especially shells. He thinks if so the Russian Govern- ment would be glad to give orders. Communicate with British Ambassador, Tokio.
